Supplementary Planning Documents

Supplementary Planning Documents (SPDs) are part of the Local Development Framework. SPDs give further guidance and information on how we implement policies in the Oxford Local Plan 2001-2016.

All SPDs are available for purchase. Please contact us on 01865 249811 if you require further information.

The following SPDs have been adopted:

Affordable Housing Supplementary Planning Document

The Affordable Housing SPD provides advice on the delivery of affordable housing through residential and commercial developments and supports saved Local Plan Policies HS.4, HS.5, HS.6 and HS.7.

A Sustainability Appraisal (SA) was published alongside the SPD. Details of this can be found on the Sustainability Appraisal web page.

In November 2006 the Affordable Housing SPD was adopted and is available to download below:

Balance of Dwellings Supplementary Planning Document

The Balance of Dwellings Supplementary Planning Document supports Policy HS.8 of the adopted Oxford Local Plan 2001-2016. It seeks to ensure that an appropriate mix of dwellings sizes will be provided in new developments.

A Sustainability Appraisal (SA) was published alongside the SPD. Details of this can be found on the Sustainability Appraisal web page.

The SPD was adopted at Council on 21 January 2008 and is a material consideration for planning applications. The SPD and supporting documents are available to download below:

Natural Resource Impact Analysis Supplementary Planning Document

The Natural Resource Impact Analysis SPD provides guidance on the requirement for and the content of an NRIA to support saved Local Plan Policies CP.15, CP.16, CP.17 and CP.18.

Parking Standards, Transport Assessment and Travel Plans Supplementary Planning Document

The Parking Standards, Transport Assessments and Travel Plans Supplementary Planning Document (SPD) was adopted by the Council on 12 February 2007.

This SPD aims to promote good practice and design in the provision of car, cycle and powered two-wheeler parking to support the transport policies of the Local Plan.  It also clarifies the requirements for Transport Assessment and Travel Plan submission.

Planning Obligations Supplementary Planning Document

We have produced a Supplementary Planning Document (SPD) on planning obligations. It was adopted on 30 April 2007.

A set of background papers relating to the SPD, a 'Negotiating and Implementing Planning Obligations code of practice', and a Sustainability Appraisal (SA) of the SPD have also been published.

Telecommunications Supplementary Planning Document

The Telecommunications Supplementary Planning Document (SPD) was adopted by the Council on the 3 September 2007.

The SPD sets out guidance for developing telecommunications networks across the City. It aims to promote good practice and design for telecommunications equipment for new development. It seeks to balance environmental, visual, amenity and health concerns with the future development needs of the mobile technology networks.

Proposed and operational telecoms sites

Each year, the Mobile Operators' Association (MOA) provide the City Council with an indicative list of their proposed new sites for telecoms masts or antennae (the 'annual rollout'), which also includes existing operational sites.

A plot of these can be viewed on the LocalView map. You will need to select 'View Map Layers' then select from Telecommunication Masts on the list displayed.
